[CRIU] [Announce] CRIU v3.11 for workgroups is out

Hello, everyone!

The long-temping 3.11 release is finally out :) It includes the majority of stuff
that has been sitting in the dev branch so far, which is pretty good. And, of course,
a set of bugfixes.
