[CRIU] [Announce] Criu 2.12 release

Hello, everyone!

The 2.12 is out. This time it's quite a small release, just a couple
of nitpicks for Docker c/r and several bugfixes.

Next time we're really-really (c) aimed at releasing 3.0 with compel 
and 32-bit x86 support.
