[CRIU] 'make install' does not honor external variables

Hi Andrei,
Thanks. The second part of the patch is missing,  where the other gnu
coding standard variables are also taken from environment. I sent to the
mailing list roughly at the same time I sent this one.  Can you please
check?  Otherwise the fix is only partial...
