[CRIU] [RFC 00/10] epoll: Start using new kcmp operation to find targets

Note:

 - the kernel patches are not yet merged and v2 is upcoming, still the
   series work fine with old kernels

 - on inaccessible targers we simply drop them for now, proper restore
   need more efforts and will be done later
