[CRIU] 2.1 and releases after it

Hello, everyone!

As we've decided to do monthly releases, I've sketched the plan
for this year at https://criu.org/Release_schedule

The 2.1 is thus planned for the 11th of April. If anyone has
objections against the dates (it hits holidays, or doesn't fit
well with other releases) -- let's discuss. I'd really like to
make criu releases be convenient, and since we only release from
the master branch with stable stuff, it's OK to move the dates.
