[CRIU] Checkpoint a paused contianer

We’re wanting to pause our container, checkpoint, then unpause. This way
we can also create an image of the container’s filesystem that is not out
of sync with the actual checkpoint. However, criu seems to currently freeze
when attempting to checkpoint a paused container. Is this expected/fixable?
