[CRIU] [Announce] Stable 1.5.1 release

The recently discussed swrk legalization has happened to let further
progress with Docker and libcontainer C/R. Plus fd inheritance and pid
report in post-restore.

Also the fixes for sigframe on linux-4.0 and for cgroups are included.

I really like how the "who wrote the 1.5.1 release" stats look like :)
