[CRIU] CRIU PPA

Just FYI, using the latest head (commit 0ac4c13e60) I created a CRIU binary
package and uploaded it to CRIU's PPA at
https://launchpad.net/~criu/+archive/ubuntu/ppa/+packages so Debian users
could simply "sudo apt-get install criu" from this PPA.

Please note that I had already uploaded a kernel package with OverlayFS
patches.  Now that CRIU handles the OverlayFS bugs *and* Ubuntu has back
ported those patches to their kernel (
https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1479468), we can soon
delete the kernel package from CRIU PPA.
