Whoops, looks like this still requires users to have the protobuf
headers, which isn't exactly ideal. I think the best option is to
create a shadow structure for criu_notify_arg_t that doesn't depend on
protobufs at all, so as not to add another dependency for users. I
will send a patch along if there are no objections.
