I'm hopping too late in the discussion but earlier when I was trying to
checkpoint & restore LXC containers with CRIU I solved the issue of
cgroup hierarchy restore by using the setup-namespaces phase of a CRIU
action script.

I think some specific control of what cgroups are dumped/restored and
how existence/absence/different limits of some of them affects the
success of restore should be made easily configurable outside of CRIU be
it plugin or just command line arguments.
