[CRIU] [PATCHv2 0/4] rpc: restore

Hi!

Lets add restore mechanism to rpc. User will be able to dump/restore 
only tasks which uid is = to user uid.
Opts are the same as in dump request. Restore response contains pid of 
the restored task.

Also added test for restore.
Security test will add later.
