[CRIU] [PATCH 5/9] ns: Add parse_ns_proc helper

This will help us to parse /proc/ns/ links.

Note I've to add dummy user_ns_desc to make
a complete set of namespaces, while it's not
yet supported. It should be implemented sometime
later.
