[CRIU] use of fixed32 and fixed64

according to https://developers.google.com/protocol-buffers/docs/proto fixed32 and fixed64 types are reported to be more efficient than uin32 and uint64
when values are likely to have the high bits set, yet we do not use these types anywhere in your .proto files, even for things like registers.
