[Announce] ploop 1.13.2

OpenVZ project has released a new ploop version. Read below for more
information. Everybody is advised to upgrade.


Changes

(since 1.13)

This is a hotfix update, fixing regressions appeared in 1.13.

Fixes:
* Fix online top delta merge/delete (#3215)
* Fix messages and use-after-free in ploop_merge_snapshot_by_guid()

Documentation:
* ploop(8): document SYSEXIT_NOSNAP
* ploop.spec: complete 1.13 changes list
