[Announce] New kernel release: RHEL5 2.6.18-128.2.1.el5 028stab064.4

OpenVZ project has released an updated RHEL5 based kernel.
Read below for more information. Everybody who is using
this kernel branch is advised to upgrade.

* Rebased on 2.6.18-128.2.1.el5 RHEL5 update, bunch of security fixes
* Fixes in NFS, CPT, ioprio, ptrace, kernel logging
* Fixed TCP connection slowdown after migration
* TSO support for venet and veth
* ipgre (GRE over IP) support in containers
* ppp support in containers
* New ve-xattr-policy sysctl entry
